Is it legal for my mortgage servicer to change?

Yes. Your mortgage lender should’ve provided you a disclosure prior to closing that stated whether they intended to service your mortgage loan or not. Additionally, the sale and transfer of your mortgage is expressly permitted and disclosed within your Mortgage/Deed of Trust.
